Manwel Mifsud Is-Surġent was an improvised verse folk singer. He was born on the 24th of December 1924 and hailed from Rabat]], Malta. Considered as one of the prime folksingers from northern Malta, he took part in bouts with Mikiel Abela l-Bambinu, Ġużeppi Barbara l-Fukli and John Laus Il-Lajżer.

He was also a ballad singer including one from the 1970s, entitled Meta Waqgħu Żewġ Bombi fuq ir-Rabat and Il-Kraxx tal-Ajruplan fir-Rabat, about an aviation disaster on the 25th April 1946.
