Joe Julian Farrugia was born on the 9th of April 1962. He is the youngest of four siblings, and only son of Francis and Beatrice. After attending St. Paul's Missionary College, he won the Anna Muscat Azzopardi prize in the Maltese language from the University of Malta in 1979.

Poetry has always been dear to Joe Julian. He used to hide his poems inside his desk drawer at work, until he found encouragement from work colleagues. By time, after writing poems only, Joe Julian started writing song lyrics as well.

Joe Julian took part in many song contests and won a placing in most of them. Apart from local festivals, Joe Julian represented Malta in a number of festivals. Among other awards, he won the Discovery International Song Festival of Bulgaria twice and Ti Amo of Romania five times. In 1999 his song Jekk Għada ma' Jisbaħx was chosen by the American Airlines song to be played whenever any passenger requested music from Malta on their aircraft. He also wrote two musicals and three Christmas pantos.

In 2005, his song Life is a Train was released by NBT Records (U.S.) in a compilation disc sold in three continents. In 2008 a song of his reached the Bulgarian final to select their national Eurovision Song Contest entry.

Joe Julian also pens drama for television. These include local popular sitcom Simpatiċi, Il-Prinċipal and Xplahh Malħajt. He used to write regular articles for a Sunday paper and local magazines. He also has his own blog... whenever he finds the time... by the name of Kif Naħsiba Jien.., "As I see it".

Joe Julian is also a broadcaster. He has written and produced a number of programmes including Bijografiji, Dr. Peel, Menz, Xalamita, Indigo and Medik. He won three awards from the Institute of Maltese Journalists for television works. Joe Julian was also part of Xarabank production team and presently he's a producer/presenter on the national radio station.

Joe Julian is married to Marlene and have two children, Clara and Valentina.
