Joe Caruana was a Deputy High Commissioner for Malta in Australia.

Diplomatic life

Joe entered the Malta Government service in September 1939 and served in various governmental departments, including Labour & Emigration and Public Relations. From 1948 till 1950 he served as Secretary to successive Ministers for Labour & Emigration.

In 1950 he was seconded to the Office of the Commissioner for Malta in Melbourne. He was appointed Secretary to the Malta Mission in Australia, until 1961 when he was recalled back to Malta and reverted to a substantive post of Higher Executive Officer. In 1964 he joined the newly-established Ministry for Commonwealth & Foreign Affairs and was promoted to Principal Office and appointed Chief of Protocol.

He was member of the first Malta Government Delegation to the United Nations in 1965. From 1967 to 1982 he was posted to the Malta High Commission in Canberra. He was promoted to Deputy High Commissioner and acted as High Commissioner from January 1978 to July 1982. He retired from the Public Service in 1982. Joe served on various committees of the Malta Emigrants’ Commission (1961-1967), and was Interim Chairman of the Maltese Federal Council of Australia (1986-1988).

Awards and recognitions

Joe Caruana was awarded the Governor Citation for Meritorious War Service and the Defence Medal.


Joe was married to Theresa and had two sons and five daughters. He died on 4th October 2003.
