	Dr Gulia was born in Żebbuġ on 5 April, 1924, and graduated as a lawyer in 1949. He served as senior crown counsel between 1966 and 1971, before becoming deputy attorney general. He was appointed judge in 1974 and served on the constitutional court between 1978 and 1983. Dr Gulia served on various judicial boards and civilian committees.		Dr Gulia was born in [[Ħaż-Żebbuġ\|Żebbuġ]] on 5 April, 1924, and graduated as a lawyer in 1949. He served as senior crown counsel between 1966 and 1971, before becoming deputy attorney general. Dr Gulia served on various judicial boards and civilian committees including chairman of the Land Arbitration Board from 1976 to 1978 and was an Electoral Commissioner from 1955 to 1957.
